The notice of appeal shall be in writing and shall be filed in the Community Development Department upon forms provided by the City. The notice of appeal must set forth specifically the grounds of appeal and the action that is requested, and staff shall work to ensure that appeals are allowed to proceed whenever possible. During the period and prior to filing a notice of appeal, an appellant shall obtain certification from the Community Development Director that the appeal is in order for Planning Commission, Architectural Review Committee, or City Council consideration (as applicable), and that, when applicable, all information and maps required in connection with the appeal have been filed with the City. Upon grant of certification of a Planning Commission appeal and upon payment of fees, the Community Development Director shall immediately transmit a copy to the City Clerk, who shall place said matter on the City Council agenda at the earliest possible time. Upon grant of certification of an administrative, Architectural Review Committee, or other committee decision appeal, the Community Development Director shall place said matter on the Planning Commission or Architectural Review Committee agenda at the earliest possible time.
