The City Council shall appoint a five-member citizens’ advisory board (the “Oversight Committee”) which shall meet at least annually to review the revenues generated by the tax imposed by the ordinance codified in this Article and expenditures of those revenues, and shall report to the City Council on the conformity of such expenditures for purposes set forth in Section 35-70.
