Property owners shall remove any abandoned sanitary sewer lateral. No sanitary sewer lateral shall remain in place, without serving an inhabitable building, for more than 12 months. Laterals that are not serving an inhabitable building shall be removed at the property line (or back of sidewalk) as determined by the City Manager, or his/her designee. The property owner shall video any portion of the lateral that is proposed to remain to ensure it is not cracked or otherwise defective; if found to be defective, the property owner must remove all defective pipeline and cap at its terminus, to reduce infiltration and inflow and prevent tree root intrusion into the City sanitary sewer collection system. This requirement shall not apply to laterals abandoned before the effective date of the ordinance codified in this chapter, unless determined that they are causing problems with the sewer main, as determined by the City Manager, or his/her designee.
