a.Cannabis retail businesses shall only locate in those zoning districts set forth in Chapter 38, Article 16D (Zoning, Part III – Overlay District Regulations) and pursuant to the development standards set forth therein.

b.Cannabis testing laboratory businesses shall only locate in I-R Industrial, Administration, and Research District zones.

c.A zone clearance shall be obtained for retail businesses before the city will issue a cannabis permit. After the City Council selects the top four (4) cannabis storefront retail businesses, the Community Development Director will conduct a drawing, that is open to public view, to identify the order by which the top four commercial cannabis business applicants choose their preferred zone from the available zone(s). This process is to ensure that all four (4) zones have one (1) storefront retail cannabis business.

d.Temporary cannabis events are only authorized to be held at the Monterey County Fairgrounds, located at 2000 Fairgrounds Road, Monterey. (Ord. 3679 §§ 3, 4, 2024; Ord. 3674 § 11, 2023)
