a.This Article, consisting of Sections 7-3.00 through 7-3.16, shall be known as the massage permit ordinance.

b.It is the purpose and intent of this Article to provide for the orderly regulation of massage therapists and massage establishments, in the interest of public health, safety and welfare. this Article relies upon the certification process of the California Massage Therapy Council under California Business and Professions Code Section 4600 et seq. In addition, this Article provides certain minimum standards for the operation of massage establishments, their managing employees, and massage therapists and practitioners in order to protect the health, safety and welfare of the citizens of the City of Monterey, as well as to ward against illegal sexual commerce.
