The Planning Commission shall approve, conditionally approve, or disapprove applications for Use Permits or variances which are consistent with the General Plan, subject to the general purposes of this ordinance, the specific purposes of the base or overlay zoning district in which a development site is located, and the provisions of this chapter, unless authority for a decision on a Use Permit is specifically assigned to the Community Development Director in the individual chapters of this ordinance.
