All sewer connections pursuant to this article shall be made in a manner satisfactory to the City Engineer and Chief of Inspection Services/Building Official.

No outside sewer permit shall be granted as to a new building or establishment unless the plumbing therein, and in connection therewith, complies with the Plumbing Code of the City adopted by Chapter 9, Articles 1.0 and 1.5; nor, in the case of an old building or establishment, unless the plumbing therein, and in connection therewith, is approved by the Building Inspector.
