The Fire Chief, Public Works Director as defined in Section 38-11 and the Chief of Inspection Services/Building Official are authorized and directed to administer and enforce this Article and to prepare mutual recommendations to the City Council for changes which may be deemed proper as determined by criteria established by the American Insurance Association, or other recognized authority.
