In order to establish efficient procedures for the purchase of equipment, supplies, materials, and services for the City at the lowest possible cost commensurate with quality needed, to exercise positive financial control over purchases, to clearly define authority for the purchasing function and to assure the quality of purchases, a purchasing system is hereby adopted. The purchase of equipment, supplies, materials, general services and professional services shall be by bid or request for proposal, or by the alternate procurement methods set forth in this chapter. In accordance with Section 4.8 of the Charter, the provisions of the Public Contract Code shall not apply unless otherwise adopted by the City Council. (Ord. 3624 § 2, 2020)
