No recruitment, examination or personnel transaction shall be influenced in any manner by consideration of: race, sex, sexual orientation, color, marital status, ancestry, national origin, age (40 years and over), disability, or political or religious opinion or affiliation, unless determined to be a bona fide occupational requirement or in meeting the Affirmative Action Program goals of the City through outreach in the recruitment process.
