It shall be unlawful for any person to loiter at, in, or within fifty (50) feet of any public restroom, or intentionally block the ingress or egress of anyone attempting to use any public restroom. It shall further be unlawful to return to a public restroom within seventy-two (72) hours after having been asked to leave by a peace officer for loitering at, in, or about the restroom. As used in this section “loiter” means to delay, to linger, or to idle about in any City park, on City property or property otherwise designated for public use, without a lawful purpose for being present.
