Any person aggrieved by any decision of the City under this Article may appeal to the City Council pursuant to the procedures described in Chapter 38, Article 27 of this code. The City Council may appoint a hearing officer to hear an appeal and, as the Council may direct, either recommend a decision for the City Council’s review or make a final decision for the City. Any such decision on appeal by the City Council or a hearing officer shall be subject to judicial review pursuant to Section 1094.5 of the California Code of Civil Procedure. (Ord. 3657 § 1, 2022)
