Rates for collection of solid waste shall be established by resolution of the City Council.

If an occupant and/or owner of any premises fail to procure the services required pursuant to this Article or fail to pay for the required services, the City may initiate collection services at the premises and the cost thereof shall constitute a charge against the owner. If the charge or debt for said services has not been satisfied in full within 90 days, the City Manager shall recommend adoption of a resolution by the City Council imposing the debt, including the City’s administrative costs, as a lien or special assessment against the property in accordance with the procedures set forth in Article 3 of Chapter 1 of this code.
